Representative Khaled Hanafi, a member of the House Legislative Committee, said that the Olympic Committee’s sanctions were issued against the chancellor mortada MansourA member of Parliament and President of the Zamalek Club is “null” and not binding, as the deputy has the right to appeal the Olympic decision, given that it was issued without reference to the House of Representatives.

Hanafi said in statements to “Echo of the Country”, that it is not permissible to investigate a deputy without referring to Parliament And the permission of the council is taken, and if he agrees, an investigation will take place with him, but if he refuses, it is not permissible to investigate the deputy or issue any penalties or decisions in his regard, which is what happened with the deputy Mortada Mansour.
Counselor Mahmoud Fawzi, Secretary General of Parliament, sent a letter to Olympic committee Al-Masria, headed by Hisham Hatab, after the committee requested the appearance of the Chairman of the Board of Directors of the Zamalek Club and the deputy in the Council of Advisors Mortada Mansour for investigation before the Olympic Committee without referring to the House of Representatives.
The House of Representatives confirmed that it is in accordance with Egyptian laws, which regulate the Parliamentary immunity Whether substantive or procedural a member of the Council enjoys, the Council has informed the Olympic Committee that no measures may be taken against a member of the Council except after a decision is issued by the House of Representatives to do so in accordance with the provisions of the law.
MP Khaled Hanafi asked: “How were the investigations carried out without the permission of Parliament and without the presence of the deputy,” noting that the Olympic Committee had to present all documents and evidence of the investigation with a request for permission to Parliament to agree to the investigation with MP Mortada Mansour It did not happen.
He continued that criminal and disciplinary crimes in which punishments and decisions are taken according to special laws and based on legal investigations, the approval of the Council must be taken to investigate the accused attorney, while administrative decisions are made without reference to Parliament.

A member of the Legislative Committee confirmed that MP Mortada Mansour has the right to appeal the Olympic Committee’s sanctions before the competent courts in accordance with the new Sports Law.

On Sunday, the Olympic Committee headed by Hisham Hatab decided that Mortada Ahmed Mohamed Mansour, Chairman of the Board of Directors of the Zamalek Sports Club, will stop practicing any sporting activity in Egypt for a period of (4 years) and will be fined one hundred thousand Egyptian pounds.

This came against the background of complaints submitted by the president of the Al-Ahly club, the former president of Zamalek club, the deputy and members of the board of directors of the Zamalek Club, the Egyptian Football Association, the head of the main referees committee of the Egyptian Football Association, the Egyptian Handball Federation, and a number of sports figures. They are all affected by the president of the Zamalek club insulting, slandering and insulting them and the sports institutions they represent, using the Zamalek satellite channel, which he removed from its sporting role, as well as social media.
