Hanafi said in statements to “Echo of the Country”, that it is not permissible to investigate a deputy without referring to Parliament
And the permission of the council is taken, and if he agrees, an investigation will take place with him, but if he refuses, it is not permissible to investigate the deputy or issue any penalties or decisions in his regard, which is what happened with the deputy Mortada Mansour.
