Dr. Tariq Shawky, Minister of Education and Technical Education, issued Ministerial Decision No. 237 of 2020 amending Article 1 of Ministerial Resolution No. 305 issued on November 2, 2019, which includes amending Article 18 of Ministerial Resolution No. 420 of 2014 regarding private education.
The decision included replacing the text of Article 1 of Ministerial Resolution No. 305 of 2019, the following text: “The text of Article 18 of Ministerial Resolution No. 420 of 2014 regarding private education shall amend the following text:
The owner of the school must be a legal person according to the provisions of the law, possessing the nationality of the Arab Republic of Egypt. Money No. 95 of 1992 and its executive regulations, and in this case they are subject to the same procedures prescribed for legal persons owned by Egyptians, and in the event that any of the concerned authorities object, the matter is presented to a committee formed under the chairmanship of the Deputy Minister of Education for Teachers Affairs and the membership of each of the legal advisor to the minister and head of the public education sector Head of the Central Department of Secondary, Private and Official Language Education.
This committee is concerned with deciding and making the final decision on whether or not the legal person has this condition, and in the event that it becomes evident to it that the educational entity to be licensed does not add to the educational process new or pose a threat to the Egyptian national security that it refuses to proceed with the licensing procedures and be Its decision in this regard is final as soon as it is approved by the competent authority.
It included that the legal person should be able to fulfill the financial obligations of the school and that his goal is to serve education in accordance with the standards of quality and educational accreditation, and that his primary goal should not be trafficking or the tendency to exploitation.
