Books – Ahmed Massad:
An informed source at the Ministry of Irrigation revealed the details of the Egyptian-Sudanese moves during the current period to confront Ethiopian intransigence regarding the Renaissance Dam, pointing out that meetings are being held with decision-making centers in all countries of the world to inform them of the Ethiopian stance and intransigence.
The source added, to Masrawy: “You want to win people over with you, and we communicate with Congress and representatives of every country. The Ministry of Foreign Affairs arranges meetings through embassies, and we present the position of the dam and its impact on these countries.”
He continued: We aim from this to clarify the position of the countries of the world, especially the international quartet (America, the African Union, the United Nations and the European Union), and we met with the African Union several times and asked Sudan to give a greater role to the observers, but Ethiopia objected, and a disagreement appeared between the three countries, and we reached writing Each country has its own report and was handed over to the Congo.
He continued: “America is ready to mediate, as is the African Union and the United Nations, but they say we want the 3 countries to be satisfied that we should enter, and Ethiopia says no. This is the position of the issue.”
And the source added: Egypt held many meetings – whether through the Ministry of Irrigation, Foreign Affairs or others – with about dozens of countries to present the Egyptian point of view, and the Egyptian point of view is relevant and understandable, but the whole issue is that Ethiopia says in the other Nile this is that you use it and I do not, and for him you put restrictions I must use it, and why resort to old colonial agreements, in the end these are binding agreements, and if you want to talk about previous agreements in which international bodies say are they binding or not?
And he said: “When you want to find a need, you will answer another disagreement about it, which is what Ethiopia is doing, and the Egyptian negotiating team is accused of failing in the file more than once. The truth is we have to look at this matter officially, it was possible to go with Ethiopia for 5 years, but you are not.” I want to do this except by reaching a solution that satisfies you, because any agreement will last for about 100 years, not 3 or 4 years. Severe droughts may occur, and we must agree on every need. “
The source added: “When you talk about a need that can happen with a probability of 5% only, they can say that the probability is only 5%, but we see that this percentage is important because if it happened it will lead to lands waters, and we must work our calculations on this, because in the worst cases Ethiopia will be born 80% of the electricity, and when we ask Ethiopia to drain water to Egypt in the event of droughts, it says no … nobody imposes something on me. “
He stressed that this agreement will last for the whole life, and therefore it cannot be accepted by Egypt according to what Ethiopia wants and insists on, and stressed that all the possibilities that the average citizen thinks about is known to the Egyptian negotiator.
The source concluded: The facts and information are complete for the Egyptian negotiator and act on their basis. As for the jurisprudence issued by non-negotiators, they are half-true and lead to a wrong conclusion in the end.
Cairo, Khartoum and Addis Ababa have been negotiating since 2011, and until now without signing a final agreement between the three countries that preserves Egypt’s rights estimated at 55.5 billion cubic meters, and Sudan at 17.5 billion cubic meters annually, while Addis Ababa seeks to store 74 billion cubic meters annually unilaterally. Which affects the shares of the two downstream countries.
