Saleh Al-Sheikh, head of the Central Agency for Organization and Administration, issued a decision to promote the employees who are subject to the provisions of the Civil Service Law, according to a statement from the authority today, Sunday.

The decision specified the beneficiary of it, that they are the ones who have completed their job levels until June 30, for periods ranging from 3 or 5 years, or according to the job grade.

According to the statement, incumbents of clerical and technical positions in the fifth degree, who were appointed before the provisions of the Civil Service Law came into effect and who fulfilled an interval of no less than 5 years until June 30, are promoted to the fourth job level (b).

Employees who have completed their job levels until 30/6/2021, for periods not less than the inter-terms specified for each job level, are promoted to the levels above them, according to the table attached to the decision as of 7/1/2021, while maintaining seniority at the job level after promotion, given The employee’s promotion should not exceed one job level, according to the statement.

The decision also stipulated that those occupants of clerical and technical positions of the fifth degree who were appointed before the provisions of Law No. 81 of 2016 came into force and who have completed an interval of no less than five years until 30/6/2021 shall be promoted to the fourth job level (b).

As of 1/7/2021, the employee is entitled to the job wage for the job he is promoted to or his previous wage in addition to a promotion allowance of 5% of this job wage, whichever is greater.

The decision included entitlement to jobs (senior and first level “A” in specialized, clerical and technical job groups, as well as occupants of first-degree and second-level “A” craft jobs, and occupants of third-level support services “A” positions, and those who occupied these positions for three years on 30 /6/2021 – Incentive with a minimum amount of 100 pounds and a maximum of 150 pounds per month.

The statement said that it is noteworthy that the promotions according to the provisions of this decision are temporary, for those who met the conditions and did not have an impediment to promotion on 30/6/2021 in accordance with the provisions of the Civil Service Law and its executive regulations referred to, even if the obstacle is removed or the conditions are met after this date.

The promotion shall be in accordance with the provisions of this decision using the funded and vacant jobs in the unit jobs budget form through redistribution and self-financing, as the case may be. Provided that the number of beneficiaries at each job level, functional group and quality is clarified, and the unit’s proposal in this regard is sent to the Central Agency for Organization and Administration to implement its affairs.

Each unit takes the necessary measures towards deducting the costs resulting from the implementation of this decision, deducting the credits listed in Chapter One in its budget in accordance with the general visas of the state’s general budget and the general visas of economic bodies for the fiscal year 2021/2022, and in case they are not sufficient, refer to the Ministry of Finance to carry out its affairs.

The competent authority issues the promotion decision in accordance with the previous rules under its responsibility in light of what it has in the personnel service files.
