The Council of Ministers approved a draft decision of the President of the Republic, removing the status of the public benefit of two plots of land in the district of Kafr El-Sheikh Governorate, and re-allocating them for the benefit of the Ministry of Higher Education and Scientific Research; For use in the establishment of Kafr El-Sheikh National and Technological Universities, and a landing strip for flying ambulances.
This decision comes within the framework of implementing the political leadership’s directives to invest in building people in terms of education, culture and health, providing high-quality education for all segments of society, and meeting the needs of the local and international labor market and future jobs.
The Council of Ministers approved a draft decision of the President of the Republic to remove the capacity of public interest from 14 plots of land in the governorates of: Fayoum, Beheira, Menoufia, Gharbia, Dakahlia, Sharqia, and Kafr El-Sheikh, and re-allocate them in favor of the Urban Development Fund, to be used for urban development purposes, to serve people of those provinces.
The Cabinet approved the President’s draft decision approving the allocation of 23 plots of land for the Urban Development Fund, in various parts of the Republic, in order to implement the urban development project for the capitals of governorates and major cities “housing for all Egyptians”, in implementation of the President’s directives, taking into account the observations that Expressed by a number of ministers during discussions on a number of plots of land.
The Cabinet approved the continuation of exempting the shows of the 43rd Cairo International Film Festival, held from November 26 to December 5, 2021, from amusement park tax, in order to enrich the Egyptian cinematic thought with various foreign films to achieve cultural development.
The Council of Ministers approved the proposal of the Arab Republic of Egypt to host the twenty-third conference of the parties of the countries participating in the Convention on the Protection of the Mediterranean Environment from Pollution, to be held in December 2023, in order to complement Egypt’s leading role in the Mediterranean region, and to enrich the Egyptian environmental agenda, as well as support the implementation of Egypt’s international commitments in the field of international environmental agreements to achieve the UN goals for development.
It should be noted that Egypt is a member of the Compliance Committee concerned with providing scientific and legal advice to the contracting parties and assisting them in fulfilling their obligations under the Barcelona Convention and its protocols, as well as a member of the Mediterranean Committee for Sustainable Development of the Convention, which aims to create a state of harmony between social, economic and environmental goals, and harmonize obligations International cooperation with the regional conditions of the Mediterranean region for sustainable development, stimulating regional cooperation and directing national strategies to implement sustainable development, and with Egypt’s hosting of the Conference of Parties, it will automatically join the membership of the Executive Office of the Convention, which in turn will formulate environmental policies and determine the priorities of the environmental work field for the member states of the Convention.
The Cabinet approved the controls for selling units of real estate development projects, which include provisions aimed at controlling the relationship between real estate developers and buyers, in a manner that governs and preserves transactions between them, which were agreed upon in coordination between real estate developers and the Ministry of Housing, Utilities and Urban Communities, and these controls will be presented to the President of the Republic. In preparation for its issuance by a decision of the Council of Ministers.
The controls included the standards binding on the real estate developer, the rules for announcing the sale of units, as well as maintenance and operation works, as well as procedures related to breaching the terms and controls. These controls aim to protect the real estate market and serious developers, while preserving the rights of buyers.

The Council of Ministers approved the decision of the Ministerial Committee for Tourism and Antiquities at its seventh meeting held on November 16, 2021, regarding setting a minimum price for accommodation in hotel establishments, by raising the minimum value to $50 for five-star hotels, $40 for four-star hotels, and $30 for hotels Three stars, $20 for two-star hotels, and $10 for one-star hotels, as of May 1, 2022, with the exception of the governorates of Luxor, Aswan, New Valley, and the cities of Taba and Nuweiba, where they will be applied as of November 1, 2022.
