Ukrainian and Russian negotiators met for the first time in two weeks in Turkey, as Kyiv seeks a ceasefire

Russian Deputy Defense Minister Alexander Fomin, a member of the Russian negotiating delegation in the round of direct talks between Russia and Ukraine in Turkey, said that Moscow had taken a decision to “reduce the intensity of military operations” in the cities of Kyiv and Chernihiv.

Fomin added, after a round of negotiations that brought the two sides together on Tuesday for the first time in two weeks in Istanbul, that the Russian move aims to “strengthen measures of mutual confidence and create the appropriate conditions for the success of negotiations.”

The Ukrainian delegation also described the talks as “positive and constructive,” adding that the two sides had made progress on some issues, stressing Kyiv’s commitment to neutrality and “not joining NATO and pledging that the military bases in Ukraine will be free of any foreign presence.”

There has not been agreement on security guarantees yet, and Kyiv is seeking to include Turkey among the eight guarantor countries of any concluded agreement.
